Child Safeguarding Statement

Helen Barry – Artist & Early Years Arts Practitioners

2. Nature of service and principles to safeguard children from harm:
My service provides an opportunity for children, young people, babies and vulnerable people to engage in creative workshops, performances, events and installations that have been designed with and for these audiences through once off and long term engagements.

For the Child
I respect the rights of all children and young people. I believe that children and young people have the right to be safe from all harm. When working with children and young people I will listen to you and take what you have to say seriously. I will share information with you, your parents/guardians, and staff. I will share information and concerns on a ‘need to know’ basis with other agencies.

3. My Child Safeguarding Statement & Risk Assessment procedures have been developed in line with requirements under the Children First Act 2015, Children First: National Guidance for the Protection and Welfare of Children (2017), and Tusla’s Child Safeguarding: A Guide for Policy, Procedure and Practice. A full document details all procedures that support my intention to safeguard children while they are availing/engaging of my service, this is available on request.

4. As an independent artist, I primarily work in collaboration with child-centred partner organisations who themselves have clear child protection policies that have been developed in line with the Children First Act 2015, Children First: National Guidance for the Protection and Welfare of Children (2017), and Tusla’s Child Safeguarding: A Guide for Policy, Procedure and Practice

As an independent artist I do not engage, collaborate or engage another artist when providing services to children. In the future should I engage with another artist-staff/volunteers whilst providing a service to children I ensure to commit to following best practice principles as outlined in Children First Act 2015, Children First: National Guidance for the Protection and Welfare of Children (2017). This would include procedures to ensure the safety of the child and of the staff-artists/volunteer I would engage with; this would include Garda Vetting and following procedures when responding to allegations of abuse against artist-staff and volunteers.

5. My service provides opportunities for engagement in the arts to all children and young people including very young babies. The engagement of very young babies involves the engagement of parents/guardians in the creative service. When working with parents/guardians I ensure that they are informed of my Child Safeguarding statement and procedures. I listen to the parents/guardians as they can be the voice of the baby sharing their concerns and observations of the baby.

6. RISK ASSESSMENT
I have carried out an assessment of any potential for harm to a child while availing/engaging of my services.

1. Risk Identified:Risk of harm not being recognised.
Procedure in place to manage risk: The artist is Garda Vetted: has completed online Tusla e-learning programme and Children First, Child Protection Training with Barnardos.

2. Risk Identified: Risk of child being harmed.
Procedure in place to manage risk: Artist and partner organisation are Garda Vetted,
Exchange of policy and procedures with partner organisations.

3. Risk Identified: Risk of child being harmed by another child.

4. Risk Identified: Risk of harm to child through delay in referral to Tusla.
Procedure in place to manage risk: Reporting procedures in place for artist and partner organisation. Designated Liaison Person identified to artist, staff, parents, volunteers.

5. Risk Identified: Child makes a disclosure to artist, partner organisation, staff, volunteers.
Procedure in place to manage risk: Artist, partner organisation, staff, volunteer, parent make a referral to the Designated Liaison Person or directly to Tusla.

7. I recognise that implementation is an on-going process. I am committed to the implementation of this Child Safeguarding Statement and the procedures that support my intention to keep children safe from harm while availing/engaging of my service. A full document detailing policy and procedures is available on request.
